Photoshop Elements 2.0 to edit two images

I am using Photoshop Elements 2.0. If I have two images open - one blank, and one with a photo - and I crop the photo to the size that I want, and then move it to the new, blank picture, (ie so that I have a border around the photo) - how do I make sure that the image is exactly in the middle with the same amount of space around each side? Is there a way other than just trying to judge it by eye?

I know there is a way of getting rulers up on the screen but you would still essentially be doing things by eye. However, if I have ever wanted to add a unifom border (plain black or white) to a photo I have just increased the canvas size; you can do this in pixels, cms, inches or by percentages so it is very accurate and will ensure that the image is centered.
