I have corel paintshop and also the gimp i have got cs2 but i havent
installed it yet.
Lets say if i took a picture of a car and the back ground was realy bad as it had other
cars passsing in it and other awful looking buildings how can i get rid of the buildings
and just cut the picture of the car out? or make the background just fade or blur it or
something?.

You need to edit the foreground and background independently. Try using the magic wand or
other selection tools to select the car, then click select inverse to get everything
else.
Try using gaussian blur to blur out the background
