Without doubt Paintshop Pro X is the best in my view.
I have not tried the latest Photoshop but the "Combination of a script using the
Paint Shop "One click photo fix" and a mild "Clarify give me consistent results.
I should say this applies to photos and slides from 35mm film.
I have found very little use for much processing with my Digital images unless
the Flash does not work

Photo Editor is the result of ACD buying Deneba and their flagship product,
Canvas, and hacking bits of it into yet another low-end image fixer-upper. Those
familiar with Canvas will recognize Canvas technology in this product.
Various questions are raised at this time, such as:
Why didn't ACD just add this technology to ACDSee (making an image browser with
image editing capabilties)?
Better yet, why doesn't ACD forget ACDSee and Photo Editor (both of these apps
are barely differentiated in a saturated image browsing and editing market) and
incorporate both technologies into Canvas X, which remains the one and only
truly integrated, all-around professional graphics app?? Canvas should be ACD's
crown jewels, not their junk drawer.
Follow a candid discussion about Photo Editor here. Canvas users have been
begging ACD for a Canvas upgrade; we shall see.
