for the last 8 months i have found that i like to thrive to get the best quality b&w pictures possible can anybody help me in getting my technique right using psp 9. as i have a digital camera. 


The first and most important step in getting a "best quality black and white" picture is to have a good, properly exposed picture in the first place. Next, if you do a search here there are several techinques you can use other than just desaturating that will give you good results. Finally, if you want total control, I'd highly recommend getting these two free plugins:
