At the moment...I import from RAW at a huge size at 300dpi tiff. for printing etc.

i then make a smaller copy for web etc....at 72dpi, 800X600
when should I click on the resampling box....or not as the case maybe?

It breaks down like this.... resampling 'damages/alters' the original in that it either has to 'make-up' information by adding pixels when up sizing, or decide what information to delete when downsizing. By NOT resampling you are neither adding or subtracting pixels. You end up with exactly the same number of pixels you start with, what DOES happen when you resize without resampling is it simply pushes the existing pixels closer together or further apart (DPI=dots/pixels per inch) So that is why you will notice that when resampling is off and you change a 240 dpi shot to a 300 dpi that the physical size of the document (width/height) gets smaller.... because you are simply telling it to move the pixels closer together, that is all.
